No — the Restricted Area Permit in the Andaman & Nicobar Islands applies to foreign nationals, so Indian citizens visit Swaraj Dweep (Havelock) and Shaheed Dweep (Neil) without one. Everyone still needs separate approval from the competent authority to enter reserved forests, wildlife sanctuaries and tribal reserves.
